In the process of the new China’s socialist modernization construction, the resource-based city with the production for center that rely on its rich natural reso urces which makes great contributions to the development of China’s industrialization and social economy. Such a resource consumption model of development cost is excessive dependence on resources. The city economic recession caused by the depletion of resources can hardly be avoided.How to achieve the city’s sustainable development in resource depletion situation is a realistic problem that can not be avoided.Firstly, this paper summarized the domestic and foreign related research progress,analyzed the internal main research methods for sustainabe development of the resource-based city, introduced the theory for sustainable development of the resource-exhausted city. On this basis, by using the SWOT analysis method, this paper analyzed the advantages, disadvantages, opportunities and challenges for sustainable development of Zaozhuang City.and it constructed the evaluation indicator system for sustainable development of Zaozhuang city, this indicator system includes29indexes which divided into four subsystems:economic,social,resource and environment.According to the index from Statistical Yearbook of Zaozhuang CiYy(2007-2011), Statistical Yearbook of ShanDong, Zaozhuang City Statistical Bulletin, China City Statistical Yearbook and the related data obtained by field research, used the method of Principal Component Analysis to quantitatively evaluate and analyze economic, social, resources and environment subsystem of sustainable development of Zaozhuang city from2006to2010. Then, by using the AHP decision analysis method, the author calculated the weight of each subsystem of the sustainable development of Zaozhuang city, and by diagnosing and identifying the main effective factors and its effective degree of sustainable development of Zaozhuang city,. This paper pointed out the key problem of sustainable development of Zaozhuang city, and calculated the sustainable development index of four subsystems which are economic,social,resource and environment of Zaozhuang city from2006to2010.Then,the author constructed composite index judgment matrix of sustainable development of Zaozhuang city by using Delphi Method. And separately calculated Weights of economy, society, resources and environment subsystem of sustainable development of Zaozhuang city by using AHP decision analysis method. By synthetic weighted the Weights, this paper finally obtained the comprehensive index of sustainable development of Zaozhuang city (from2006to2010)which irrespectively are:-0.9099,-1.0065,-0.0372,0.6252,1.4746.Except the comprehensive index of sustainable development of Zaozhuang City slightly declined in2007, it had a steadily rising trend in the remaining years, this indicates the sustainable development of Zaozhuang city entered in the stage of steady development.However, the sustainable development index of each subsystem is not coordinated, sustainable development index of economy and society has shown a trend of high correlation and fluctuations of the sustainable resource index, environmental sustainability index growth rate in2007has started to slow down. At the same time, the economic development of Zaozhuang City in quantity did not change its defects in quality. Low utilization rate of resource, high unemployment and environmental damage degrees affected the level of sustainable development of Zaozhuang city. Aiming at above-mentioned problems and taking into account the location advantage, the transformation of industrial structure, alternative industrial development,new economic growth point selection, urbanization,the rational use of natural resources, talent training and reference, declining industries exit and other aspects, this paper put forward the corresponding improvement and development measures for the sustainable development of Zaozhuang city.
