Resource-based cities are accompanied by the rise of resource development, whose leading industries are the industries for resource extraction. The early founding of New China, in order to have a rapid development of industry and improve the living standards of people across the country, a nation-wide efforts to increase investment in mineral resources exploration and development, heavy industry base. Thus, on the resulting a series of resource-based cities have founded. Because the characteristics of this industry of the resource-based cities, almost all of the resource-based cities are facing a series of questions, such as the waste of resources, serious pollution, the economic structure need to be adjusted. Moreover, as a result of non-renewable resources, resource-based cities will one day face the depletion of resources and the decline of existing industries. In this case, the study on the sustainable development of the resource-based cities becomes very important.This paper studied the resource-based cities, extract a series of indicators, and finally find an effective method about how to evaluate the sustainable development of a city. This can help the future development of a city and use for reference.First of all, under the guidance of the point of view in the system, the resource-based system of sustainable urban development is divided into four subsystems, the economic subsystem, the environment subsystem, resources subsystem, social subsystem. I studied the significance of the various sub-systems. Based on the principle of indicators and methods of extraction, 25 proposed evaluation indexes have extracted. There are too many indicators, and there is much duplication of information, so I used the Principal components, extracts the principal component of the indicators.Secondly, taking into account the evaluation of multiple-input and multiple-output characteristics, the paper has chosen method of data envelopment analysis model. Determine the input indicators for urban fixed-asset investment and the number of employees, and the remaining indicators for the output indicators, using data envelopment analysis (DEA) modeling approach. Separate I conduct a longitudinal study and horizontal study on the sustainable development of resource-based cities. Through both the horizontal study and longitudinal study of the sustainable development model, I got the general positioning and evaluation of the resource-based cities.Third, Panzhihua City, Sichuan Province as an example, I introduced the method of data organization and the application of mathematical model.First take 8 years from 1999 to 2007 of Panzhihua City's sustainable development system as a decision-making unit, on the sustainable development of Panzhihua City to evaluate the situation. Steps are as follows: In Sichuan Statistical Yearbook, Statistical Yearbook of Panzhihua City, and other indicators of the database to gather relevant data. I normalized data, including data processing and standardization of indicators to deal with negative effects. The use of SPSS software for analysis, it can be seen between the various indicators of a large number of duplicate data information, so using SPSS software principal component extracted by the three principal components, so access to the DEA requires three input indicators and the two output indicators. DEA model need output and input indicators are positive indicators, so I processed data. Take the data into the deap software and got the conclusion. Panzhihua City on the road to sustainable development is repeatedly interrupted. In 1999, the city from the point of view of sustainable development is good, but in 2000 fell into the trough, Increased in 2001, in 2002, reached a maximum value. But in the next five years, Panzhihua City, failure to maintain the results of their sustainable development, in 2003 and the sustainability of urban development in 2006 much to be desired. But in 2007, it achieved a better level.Take the sustainable development system of the 16 major cities in Sichuan Province as a decision-making unit, making DEA analysis, sustainable development of Panzhihua City has made a brother of the horizontal evaluation of inter-city. Panzhihua city in the sustainable development is in the center-after location. Make a simple comparison between Panzhihua and other cities about input and output indicators, you will find where the problem lies. Emissions unit GDP of Panzhihua City is much higher than other cities'. Because a large number of exhaust emissions, urban air quality worse than other cities. Panzhihua city is also very high in power consumption, second only to Chengdu, compared with the gross domestic product of the Panzhihua city, this power consumption is too high. Of course, also should see Panzhihua city has begun and try to solve the problem of pollution, its pollution total investment in the area of the cities is second to none. From the longitudinal study of sustainable development we can see that even in the Panzhihua Sustainable do one of the best years of 2005, compared to some other cities in Sichuan Province, or be in a center-after location.Finally, through examples of analysis of Panzhihua city, we can get a number of recommendations and strategies to help the resource-based cities achieve sustainable development.Firstly, for the resource-based cities, realizing sustainable development needs adjust the traditional industry and give full play to their advantages in resources. Integrating the small scale resource-based enterprises is very important. Enhancing comprehensive utilization of mineral resources, it can improve the comprehensive benefit of resource-based enterprises. Actively looking for continued industry and gradually realized economic transformation.Secondly, for environmental problem, we can be divided into two aspects: firstly, eliminate pollution initiative. For those emissions serious to strictly controlled, invest funds to introduce advanced technology to solve problems. To those enterprises without the ability to solve problems of pollution strictly be in accordance with the procedures. Secondly, to those polluted air and polluted rivers, we should put large manpower to manage. From the above two points, believe the resource-based cities will realize the sustainable development of environment.
