The sustainable development of resource-based cities has always been a hot and difficult issue that people are concerned about.Now the pace of scientific and technological innovation is changing with each passing day.How to use scientific and technological innovation to provide new paths for the development of resource-based cities is still a lack of systematic research.It is unique to study the development paths of resource-based cities from the perspective of scientific and technological innovation.From this perspective,the knowledge of geology,mineral deposits,urban science,industrial economics,regional economics,econometrics,and other relevant theories and methods are all used in this thesis.This thesis aims to exlpore its theoretical basis and practice on this issue by makeing theoretically study the theory of the transformation of resource-based cities under the guidance of Metallogenic Systems and the role of technological and systems collaborative innovation in the development of resource-based cities.Case study of typical mining cities in China and Canada were followed.Finally,from the perspective of scientific and technological innovation,the suggestions from four major aspects in the development paths of resource-based cities were proposed and the development model of resource-based cities under the perspective of innovation was established.Through the above theoretical and empirical research,the following conclusions have been drawn:1.Knowledge of various related disciplines such as geology,mineral deposits,economics,sociology,and urban science involved in the exploitation and utilization of mineral resources constitutes a complex system-a mining development system.This system is an Expansion and addition of the earth system-a mineralization system-exploration system.The exploration system will influence the subsequent mining development system through resource effects and environmental effects.Resource-based cities are based on the exploration,exploitation and development of mineral resources and belong to the category of mining development systems.Therefore,when studying resource-based cities,it is necessary to pay attention to systematic considerations within the mining development system and combine the research of the three systems at the front.2.The relationships between technological innovation and the economic growth of resource-based cities are as follows: Under certain boundary conditions,a low degree of dependence on natural resources will have a certain role in promoting economic growth,but relying on reaching a certain level will have an inhibitory effect on economic growth,and science and technology Innovation is a positive stimulus to economic growth.If the positive effect of scientific and technological innovation exceeds the negative constraint caused by resource dependence,the economy can still achieve sustained growth.The research argues that technological innovation is an endogenous driving force for the development of resource-based cities,and institutional innovation is an exogenous driving force.3.Research on three major coal resources cities in Heilongjiang Province,Hegang,Qitaihe and Shuangyashan,shows that there are economic-population shrinkage phenomena in resource-exhausted cities: income gaps,human capital,and industries structures agglomeration economies are the driving factors for economic-population shrinkage.And agglomeration economies can be alleviated by narrowing the income gap,upgrading human capital,optimizing the industrial structure,and increasing the agglomeration economy.To increase the agglomeration economic construction,the graphite industry cluster under the support of scientific and technological innovation and the Internet+ scientific and technological innovation coal resource industrial cluster can promote the sustainable development of resource-based cities in Heilongjiang Province.4.By analyzing the role of deep prospecting supported by scientific and technological innovation in Sudbury as a reference for the development of resource-based cities,it shows that China needs to pay attention to the use of scientific and technological innovation to strengthen the exploration and exploitation of deep and concealed ore bodies,thereby prolonging the life expectancy of mines and resource-based cities.Sudbury's series of scientific and technological institutions' collaborative innovation measures to promote the sustainable development of resource-based cities provide a reference for the development of resource-based cities in China.5.From the perspective of scientific and technological innovation,the suggestions from four major aspects in the development paths of resource-based cities were proposed and the development model of resource-based cities under the perspective of innovation was established.
