In the 21st century, with the arrival of the knowledge-based economy, human resources have been the core technical competence of an enterprise. Because China's banking industry has not been completely open, it's competence of participating in international competition is not high. With the fulfilling the promise of joining WTO and the speedy process of globalization of China's finance, our country's banking industry will be pounded by foreign banks. The key of the competition is person. The lost of person is the main question for our commercial banking. A scientific system to assess accomplishment is a core motive mechanism for banks to implement developing strategy.This article elaborates the J Bank of China L branch's present situation and the question. The branch has set up the relatively scientific performance management and staff training system based on Balanced Scorecard. The article tries to make some comparison and analysis on the problem on the tactics of management reform at the current period, concerning performance assessment management in the J Bank of China L branch. The article raised the problems that exist in performance assessment in the J Bank of China L branch with an emphasis on exploring the reasons why such problems exist. It based upon the Balanced Scorecard and other theoretical survey of human resources management, makes a research and advances some suggestions on how to process performance assessment in commercial banks. Through the establishment of comprehensive assessment system in the J Bank of China L branch, it is expected that performance assessment is improved, the passion of the staff for work is promoted and the competitive power of enterprises in market economy in enhanced.This article analyzes the real situation of performance assessment in the J Bank of China L branch and put forward a more reasonable assessment system. The article offers some advice on how to improve commercial bank staff achievement inspection system, which has somehow a great meaning to the commercial bank.
