As the basis of physical outlets of the state-owned commercial bank,Agricultural Bank of China secondary sub-branches facing the broad financial market and the most comprehensive financial products and services directly.Researching on commercial bank performance management model is very important for their transformation and to know how to optimize the allocation of financial resources properly based on the stable operation of the bank, enhancing the core competitiveness, and bring new energy to the development of comprehensive and efficient network.The paper do research with combined methods including literature research, quantitative and qualitative analysis, normative analysis and empirical analysis.After reviewing traditional applications and methods of performance management from home and abord, the paper find that the Balanced Scorecard(BSC)has the biggest advantage.Then the paper analyzes the problems existing in the C secondary sub-branch and the former performance management should be reformed.Then the paper designed the project how to reform the BSC system with the C secondary sub-branch with confirming the performance management objectives. The whole implementation strategies of the balanced scorecard are composed by five main steps which are the preparation, performance management, guidance and implementation, evaluation, feedback and improvement,and procedures and detailed steps are described. Then, for the complexity of the Balanced Scorecard itself, this paper analysis the solution at last.
