Based on the urbanization imbalance index and urbanization matching theory, it was analyzed that spatio-imbalance and temporal matching of population urbanization, land urbanization and GDP urbanization of 14 cities in Gansu by using fundamental data from Gansu Statistical Yearbooks (1999-2008) and changed data of land use by 14 cities as the basic unit. By the the urbanization imbalance index, the urbanization development of 14 cities is imbalanced, especially the imbalance index of constructive land is the highest, and each index between 14 cities shows strong imbalance . By resilient growth index of population and constructive land and resilient growth index of secondary and tertiary industries and constructive land, the urbanization of 14 cities shows strong spatio-imbalance, the construction land use did not achieve optimal distribution. And the industrial structure is the major determine factor of development of regional economic, the more developed of secondary and tertiary industries progress, the faster urbanization developes. The reformation of land system, especially bases on market reform in rural land requisition institution with introducing land appreciation tax and property tax as the tax base of local government, could provide a reference for resolving the mismatch problem of population urbanization, land urbanization and GDP urbanization of Gansu provience. According to the general land use planning of Gansu province (2006-2020) we test the construction land's ideal targets and modest targets of each city in Gansu province by 2020. The results show that the indicator value is right away from the ideal targets and modest targets of Jia Yuguan and Jinchang province,but the other cities's indicator value is between these two cities,and this proves the workable of the method.Except Lanzhou province, the result shows the other cities's value is differ not too much.;But the calculated result is differ too much of deal targets and modest targets. 2008-2020 the ideal targets of the new land use of each city in Gansu province is smaller than the index value of the general land use planning of Gansu provinc,and some cities even differ quite big.The modest target is little too high than the index value.The trend is almost consistent of the ideal targets and modest targets of each city in Gansu province.
