Research On Behavior Of Farmers Constrained By Forest Cutting Quota System

Forest cutting quota management system is the basic forest management system providedfor by forest law, it aims to by using the method of controlling the consumption of forest resourceand improve total forest resources. As the sustained deepen of collective forestry rightsreformation, peasant household has become forest management subject by taking the place ofcollective, while quota on forest cutting has the hard rules about forest cutting, cultivation andmanagement,which has cramped disposition of forest growers, as well as the normalreforestation and cultivation. Therefore, under the background of collective forestry rightsreformation, it is a research subject relating to forest sustainable development to study the effectof quota cutting on cutting and reforest, the fundamental objective of the subject is to bringforest ecological benefit, economic benefit and social benefit into full play.Firstly, this article analyses that quota cutting management system has limited dispositionof forest growers under the background of collective forestry rights reformation, making theforest growers lack the property right system of forestry. And dissymmetry of the informationdistribute and implicit forest harvesting cost also add the harvesting difficulties of forest growers.Therefore, due to interest orientation, felling without a license or over-the-quota harvesting haveare still common.Secondly, this research collect date through investigation at homes and interview with allthe benefit-related units, to analyse and explain decisive force that influence decision making ofreforestation by the knowledge of economics, sociology and psychology. The result was asfollows: In the first place, woodland condition is an important affecting factor for afforestation,forestation costs is the second, cutting quota has no big impact. In the second place, quota cuttingmanagement system has a tremendous bearing on the selection of species decision for theforestation. Under the given forest conditions, forest growers will improve the operation area ofbamboo grove which has no cutting quota.Finally, in view of research result, this paper put forth proposal and countermeasures in therespects of simplifying cutting management procedures, increasing the indicator of natural foresttransformation and public welfare forest intermediate cutting, enhancing the quality of employeerelationship cutting management.
