Crisis Management Perspective On Emergency Telecommunication In Hunan Province

Telecommunication has become more and more important with the development of society and economic, also telecommunication itself has been developed greatly. Thanks to the development, it made people get much bad information from SARS and 5·12 Wenchuan Earthquake, flood damage and landslides in Hunan province, and especially the ice-damage in 2008. Those separated families, dilapidation houses and broken hearts are warning us. Facing at those accidents, telecommunication was interrupted, separated-information-islands were formed, in another word, no one can get the information from each side. Thus made people feel unease, worry and even horror. Meanwhile, bailouts from the government and other organizations are useless. In this context, study about the governments and telecom operators behavior are very practical and valuable.With the perspective of crisis management,This paper quote the knowledge of crisis management and emergency communication insurances firstly, secondly,This paper introduced the development of this filed in Hunan province. This paper did a questionnaire survey about the current situation and the ice-damage in 2008,this paper list some questions, and analyzed. At last,This paper made some suggestions.It was be hoped to be helpful in the emergency communication field for the governments and telecom operators.
