| Emergency Communications Guarantee is closely related to people’s livelihood and national security. It plays extremely significant role in the maintenance of national communications security, protecting communication rights of citizens and promoting the national economic and social development. Once public crisis occurred, Emergency Communication Guarantee stands in the breach. Sichuan Province, with frequent natural disasters, multi ethnic minorities and large population, has suffered many natural disasters and severe public crisis continuously, such as Wenchuan Earthquake, rainstorm and mud-rock flow, Lushan Earthquake and spontaneous combustion of public bus. What can we learn from these lessons and experience? How to coordinate the responsibility of government and communication industry when dealing with emergencies? How to establish efficient demand system and scientific mechanism to solve the crisis and improve public crisis management? All these have become hot topics with practical significance and academic value to research.On the basis of practical condition, the paper mainly highlights several typical public crisis cases on the cooperation of governments and communication enterprises. Combined with the current situation of China’s public crisis management, the paper carefully analyzes the interaction between governments and communication enterprises, and tries to research how to build positive working relationship and make efficient use of power to deal with crisis emergencies. Firstly, the paper cites basic theory of crisis management and emergency communication guarantee, and analyzes the function of government, telecommunication companies and other organizations in dealing with public crisis. Then, combined with typical cases in recent years occurred in Sichuan, the author analyzes the causes of the current problems. In addition, the author puts forward suggested solutions to solve these problems.
