The Critical Chain Method is the theory of constraints applied on the project management, and it is also an important innovation in the management research area in recent years. The Critical Chain Method is one of the key progress after CPM and PERT. Compared with traditional project management method, this theory emphasize the dynamic management and continuous improvement druing the project implementation. By applying this theory, the project team must consider the exsisting resource constraint during the project plan making. The Critical Chain theory includes the critical chain schedule and buffer administration,and it also aims at the research of the resouce scheduling on cross-projects.This paper first analyzes the disadvantages of tradition project scheduling management techniques. Then it provides an introduction to Critical Chain, including the theoretical knowledge, advantages and disadvantages of the critical chain. In order to improve the efficiency and stability of the project scheduling management when implementing the"APSIS"program, the paper offers a multi-project resource management process based on the Critical Chain Method. The paper use the heuristic algorithm to ascertain the Critical Chain limited in technical and purchasing resource, and reconcile the resource conflict of the three projects. The Critical Chain Method used in multi projects shorten the project duration. This paper summarize the success factors and major problem of the Critical Chain Method implementation .
