Food is the foundation of human survival and development, related to economic development and social stability. In recent years, China's food safety situation is not optimistic,food safety accidents happen frequently. In this context,to strengthen the food safety problem of our country 's research, is particularly urgent and important.Based on the definition of the core concepts:food safety, government regulation, food safety control,This dissertation analyzing the government intervention in the theoretical basis for food safety control. The attribute of public products of food safety control, market failure caused by the information asymmetry and the externality, require government intervention in the food safety problem, the integration of various resources, implement effective control. Then the dairy industry which food safety incidents happened frequently In recent years as an example, a preliminary summary of China's food safety problems. And through the analysis of the" melamine" event occurred on 2008, in-depth analysis of China's food safety problems, explore the solution. There are lot of problom in the process of food safety supervision in China: supervision system, execute the law lax, testing standards are not perfect and many aspects of the problem. Through learning from the United States food safety control experience, put forward by the display society strength supervision, make up for the lack of government regulation, normative food market. And suggests that by building a unified food safety supervision network platform, establish food safety reporting acceptance platform, implement the reward system design, to achieve food security information is open and transparent, guide social forces to actively participate in food safety supervision, and constantly improve the level of safety of our country food. In addition to introduction and conclusion, This dissertation is divided into six chapters.The introduction, describes the purpose, significance, research status at home and abroad, research methods, and defines the core concept about food safety.The first chapter, the theoretical analysis frame. Elaborated food security attribute of public products, food market information asymmetry and externality, require government intervention in the food safety problem, implement effective control. The government failure theory and governance theory, provides a theoretical basis for the follow-up study. The second chapter, American food safety control model. The introduction of American food safety control experience and Its Enlightenment to china.The third chapter, current situation and existing problems of China's food safety. Firstly by multiple sets of data to reflect the situation of food safety in China, and to the dairy industry as an example, a preliminary summary of China's food safety problems.The fourth chapter, the problem of China's food safety analysis. Take the melamine incident as a case, in-depth analysis of China's food safety problems, explore the solution. Emphasize the importance of social forces.The fifth chapter, social forces is the choice to correcting market failure and government failure. Elaborated the social forces restriction is the important means of market and government failure.The sixth chapter, improve China's food safety regulation system. In the light of the issues of our country food safety, from the market, government and social aspects ,put forward the Way to improve our country food safety regulation system,and in which make full use of social forces is the current reversing the current food safety situation and effective means.Conclusion of the text is reviewed and summarized.
