| Urban public facilities are the public buildings or facilities which are offered by the government or the other social organizations and can be used or enjoyed by the public. According to the detail characteristics of the projects, they can be divided to education facilities, health facilities, culture facilities, entertainment facilities, sports, social welfare and security, administration and community services facilities, and so on. Urban public facilities are the basic conditions of the development of city, also are the independence part of the economy of the city. Urban public facilities can drive the growth of national economy; also can improve the condition of infrastructure and affect the live of all public. To speed up the process of urbanization, and make the urban more perfect, to increase the cities'comprehensive competitiveness and to promote urban-rural integration, the government should pay more attention to the build of urban public facilities. To ensure the urban public facilities can be timely and effectively completed, bidding is the first step. How to do the bidding work of the urban public facilities projects and control the risk of bidding, are the basic for the implementation of urban public facilities projects.This paper based on the characteristics of urban public facilities, analyzes the bidding principles and bidding process and other issues of urban public facilities projects. Then analyze the traditional risk management and risk control theory, including methods of risk identification, risk assessment methods, principles and process of risk. In this paper, take the construction project of line 20 of shanghai metro line as a typical, identified the risk factors during the process of bidding by experts survey, then use AHP to determine the weight of the risk factors of the project, last use fuzzy comprehensive evaluation methods to evaluate the risk of the bidding project. Based on the risk identification and the weight of risk factors as well as the results of risk fuzzy comprehensive evaluation can put forward the special risk control measures. Hope that, the analysis of this paper can enhance the risk control results of the bidding of the urban public facilities projects, and improve the scientific of decision making, as well as the construction of the urban facilities projects can be more rational and scientific. |
