There are many old and dilapidated houses which need to be renewed immediately in Chinese villages, and lots of farmers are still living in the old houses inherited from their ancestors. Meanwhile, some new houses are also facing the risk of collapse because of the poor construction quality. Renewal of old and dilapidated houses in rural areas is one of the hot issues in current government work, and governments at all levels are taking specific actions to promote the development of the project. As the development in rural areas has a relatively slower pace, they are lagging behind in civilization, education, science, technology, sanitation, welfare and health care and so on. And the renewal must be adapted to local conditions. Therefore, there are many difficulties and big problems to be solved when government promotes the renewal of old and dilapidated houses in rural areas. So studies on government behavior of the renewal of old and dilapidated houses in villages will significantly improve the living quality of farmers and therefore promote the rapid development of Chinese rural economy.This paper focuses on the study of the government behavior in the renewal of old and dilapidated houses in villages. It consists of seven parts: The first part is introduction which describes the background, the academic and practical significance of this study, the domestic and overseas situation of similar studies, and the main study methods. The second part defines the concept of the renewal of old and dilapidated houses in villages, and then introduces its history in China. The third part classifies the government behaviors of renewal of old and dilapidated houses in villages, including guiding behavior, criterion behavior, sustaining behavior and controlling behavior, and analyses their detailed modes and characteristics. The fourth part analyses the underlying reasons behind government behavior of renewal of old and dilapidated houses in villages. The fifth part analyses the performances of government behavior of renewal of old and dilapidated houses in villages, including achievements and deficiencies. The sixth part first decides the position of government from macrocosmic view, then proposes some ideas to improve government behavior from microcosmic view, based on the analysis in the first several parts. The seventh part summarizes the whole study and points out problems which require further studies.
