Government-led Distribution Of Interests In Transformation Of The Urban Villages

Urban Villages are viliages in the area of cities. They appeared under a special national condition of chinese urban-rural dual system. It brought problems of environment, health and a series of social and economic issues, which hinder the process of urbanization.The transformation of the urban villages is a task that must be completed during the urbanization.During the transformation of the urban villages, it is the central problem that the distribution of benefits arised from the transfer of land property rights, which is the most important issue to the participants of the subject as well. If this issue can't be well resolved, it will be difficult to promote the transformation of the Village.By analyzing causes characteristics and the impact of urban villages, I discussed the necessity of the reconstruction of the urban village, and by integrating land system of Chinese change of land property rights,and analyzing the distribution of interests that produced by this change of urban villages'land property rights, I indicate that the issue of the interests'distribution is the most important problem of the Urban Villages'transformation.Then I disscussed several issues of land property rights and the specific distribution of income, from which I point out the deficiencies and problems of this distribution of benefits.This is a bedding for discussing the establishment of a new mechanism that runs the distribution of benefits.Based on pointing out the defects and problems of present mechanism of the distribution of interests, incorporating the responsibilities and effects of the government during the transformation of the urban villages, I believe that the government should play a role of guiding effect in both the transformation of the urban villages and the allocation of interests.Government should use its authority, bear the responsibilities to reform the present mechanism of the distribution of interests or build a new distribution mechanism.The construction of the new interest allocation mechanism is to ensure benefits being allocated fairly, to protect the legal right of the villagers,developer and the governments.The main measure to achieve and protect the rational allocation of interests is system reform, which eliminates the dual system. Also, making decisions democratically and scientifically is very important. To accomplish these tasks and meet these requirements, it is very important to have the villagers in the urban villages educated and trained, which plays a fundamental role in the transformation of the urban villages, which will protect the rational distribution of interests from the level of ideas and culture, and make transformation of the urban villages successfully.
