Study On The Guiding Behavior Of Shawen Town Government In Baiyun District Of Guiyang To Expand The Development Of Collective Economy

Development and expansion of the village collective economy is not only an economic issue,but also a political issue,in the process of building a harmonious society,how to guide the development of the village collective economy is an important issue.How the local government to guide the development and expansion of the village collective economy,increase the accumulation of collective economic system,to improve the production and living conditions of farmers,urban and rural economic and social development,to consolidate the basic rural management system,improve the village collective service of the masses is of great significance.Based on the literature study of the collective economic development of the village collective economy and the government function mode,this paper takes the behavior of the village collective economic development of Shawen town of Baiyun District in Guiyang City as an object of study.Aims to investigate the situation of the collective economic development of Shawen town,this paper explores the guiding behavior of the local government in expanding the collective economy of the development village,and puts forward the countermeasures and suggestions for the development of the collective economy of Shawen Township in combination with the local actual situation for reference.Specifically,Chapter 1 focuses on the background and significance of the Shawen town government to guide the collective economic development of the village under its jurisdiction,combs the relevant theories of the behavioral pattern of the government's development of the economy at home and abroad,and introduces the research ideas,content,methods and technical routes The Chapter 2 focuses on the concept of government behavior and the type of behavior of the local government in the process of collective economic development.In the third chapter,based on the present situation and the problems of the collective economic development in Shawen town,the paper analyzes the concrete manifestation,characteristics and existing problems in the process of economic development,and analyzes the causes of the problems.Chapter 4 analyzes and puts forward the characteristics of government guidance behavior change and behavior optimization in the course of development of Shawen Town.Though it is limited by the passive functions of the township,weak information and village leaders' capacity,Shawen Town still plays an active guiding role in the process of collective economic development.It is suggested that the government should change the guiding ideology and encourage the village collective economy diversification,intensive development,as well as effectively provide quality services,make preferential policies,optimize the environment,strengthen the grassroots organizations.
