An Empirical Study On The Transformation Of Villages In Pingyang County Based On The Service Oriented Government

The reconstruction of urban-village is a system engineering which involves village collective, villagers, government departments, developers and other multi parties, which must rely on the government’s main operators from the law, system, planning, capital and other aspects of public management service functions. The successful examples of urban village reconstruction in China and abroad have proved that the local government plays an increasingly important role in the reconstruction of villages in the city.This paper selects the typical case of Pingyang County, Wenzhou city with the theory of public management and the research method. Firstly, it briefly analyzes the research background and significance, status and research methods and innovation of research at home and abroad; secondly, the concept of urban-village is defined, and the government public management theory and the current our country government management objectives are discussed; then the development status in Pingyang County of Wenzhou City, village form the reason, necessity of transformation, transformation situation and effect of the system are recorded; followed by field investigation and questionnaire survey as the basis, there is the role of the government of Pingyang County village reconstruction process of local people and their reasons are analyzed, and points out the unfair situation increase transformation for government position deviation. Because of the lack of relevant laws and regulations and the government role is not clear due to the contradictions between the transformation of the main interests, due to excessive government intervention in the demolition of the lead modification function offside Construction planning is not reasonable, because of the absence of government functions to transform all kinds of protection mechanism is not perfect and the government function dislocation and lead to the transformation of the lack of capital investment. On this basis, it analyzes the domestic and foreign urban village governance in the role of the government for reference and inspiration for a systematic. Finally, the paper puts forward suggestions on the reform of Pingyang County in Wenzhou City, mainly including:clear the functions of the people’s services, reasonable macro-control; improve the relevant policies and regulations, effectively coordinate the interests of all parties; insist on the government guidance to attract social forces to participate in urban development planning and design and transformation, to ensure that the transformation of the villagers living settlement and collective economic development; innovative financing channels to solve the financing difficulties.
