As the first fossil energy to be industrialized exploitation, coal plays an important role in promoting its industrialization and social economic development. Today China's coal enterprises are in state that economic operation quality is improved unceasingly and their prospects of development look bright, since the Asian financial crisis in 1999 they have had a 10-year extraordinary development, but at the same time they also need a lot of coal professional technical personnel whom it should be take a long time and process to cultivate, which makes the contradiction between supply and demand of coal enterprise personnel resources become increasingly prominent and the problem of human resource insufficiency become very serious. If our coal enterprise would like to realize a sustainable development, they must pay more attention to human resources exploitation, which is the most powerful support for enterprise's safety development.This paper, focusing on "the state-owned coal enterprise human resources management strategy", carried on a thorough investigation and study. It systematically analyzed the present situation of the coal industry, and the background, reasons and meanings of human resource management strategy practice in the state-owned coal enterprise by taking FK group for example. Especially it made a deep analysis on the existing problems of state-owned coal enterprise management of human resources and the deep reasons of the brain drain and put forward applicable suggestions as well as measures to solve or avoid such problems. A systematic analysis of the base and difficulties of human resource management strategy of FK group, a description of present situation and some forward-looking measures were made in the paper, aiming at providing reference for implementing modern human resources management in state-owned coal enterprises.
