Performance Management Study In Entry & Exit Inspection & Quarantines Organisation

The implementation of administrative performance management, establishing a scientific administrative performance management system is to enhance the government's efficiency, is an inevitable demand of constructing service - type government and is an important substance of deepening the reform of china's Public Administration. In recent years, with the acceleration of the process of global economic integration and the development of china's open economic system, Inspection and Quarantine functions have been facing new opportunities and challenges. Faced with the new situation and the new requirements, how to improve the enforcement capability of the Inspection and Quarantine authorities, conscientiously service duties, has become a bottleneck restricting the development of the entry - exit inspection and quarantine organization which urgently needed to be resolved.This article using the theory of performance management through literature, logic deduction and experiences of law research methods, with the Tianjin inspection & Quarantine bureau's performance management system as the study target , discussed its present situation and existing problems and proposed solutions on the aspect of establishment of " dual responsibility of energy efficiency " integrated management system ; straightening out the " supply chain ", clearly cuting responsibilities of various departments ; equally stressing that law enforcement and service, establishing a good image of the Inspection and Quarantine and realization of three - level management and standardizing law enforcement responsibility system ; establishing " two - way supervision, two - way evaluation"of management mechanism. Finally, this article also held effective evaluation on performance appraisal research and pointed out its effectiveness and deficiencies.From Tianjin inspection & Quarantine bureau's performance management practice, with the present situation and existing problems, this article is of practical significance to improve performance management work, and provide reference to the other national Inspection Agencies and the Public Sectors. This article is also able to fill the gaps in some of theories of performance management in the inspection and quarantine agencies.This article's innovation was to propose establishing a"dual responsibility of energy efficiency"in the inspection and quarantine departments for performance management. Using public sector performance management theory and fully learning the advanced experience from home and abroad, the article also made a systematic solution, and effective evaluation on"dual responsibility of energy efficiency".
