| The food safety problems in our country not only severely harm the interests of consumers, affect the health of the people, but also have a negative impact on the export, economic development, social stability and national image. Therefore,the government has paid special attention to food safety issues and took a series of measures from the technical, economic, and management point of view, to some extent, the security level of food safety has been increased.But the food industry has a weak sense of integrity, the speculation of unscrupulous manufacturers is serious, food market information asymmetry even intensifies the vicious circle of "adverse selection",which leading to credit loss makers drive out trustworthy vendors, food supply system becomes very fragile.In recent years, food safety accidents occurred frequently:vendors' wrongdoing is exposed,small and medium-sized food enterprise's illegal behavior is exposed,and large food enterprises,even domestic and international famous brands are exposed. Many malignant food safety accidents suggest that the food security situation in our country is very serious,the lack of integrity and the decline of moral have arrived very serious point, addressing food safety issues has reached a critical state.Creating value is the ultimate goal for the enterprise existence and development, what credit behavior of quality and safety which the food supply chain chooses directly determines the attributes of food quality and safety.Tracking the food safety incidents happened before, we can find that most of the economic agents who want to make maximum profits separately neglect or undermine the value realization,misuse the profits of the upstream and downstream of the main, and even directly cheat consumers,it is just the opportunistic behaviour of unscrupulous manufacturers which causes the food safety problems.So in order to solve the food safety problems in our country now, we should strengthen the value chain management in food industry and change the idea of governance for food safety.This paper firstly reviews the food safety accidents happened in our country in recent years,then summarizes the characteristics and influences of the food safety accidents, after referencing previous analysis about the occurring mechanism of food safety problems, the author summarizes and has a deep thinking about the reasons for the frequent food safety issues, insists that we should find the causes and measures from behavioral agent's economic incentives, so analysising food producers' and food operators' behavior from the perspective of value chain will be more conducive to understand the food safety problems deeply.This article has an empirical analysis about the impact of the interests of the unsafe food value chain to enterprises' credit behavior of quality and safety through typical food safety cases, author rethinks the existing governance mechanism profoundly,then puts forward the value chain management mechanism for food safety, namely:(1) improve market access system, blocking the formation of unsafe food value chain; (2) establish a mechanism of punishment based on supply chain, restrain the unsafe food value chain development; (3) establish a food safety credit the mechanism of rewards and punishments, creating safe food value chain growth environment; (4) establishing effective signal show mechanism, strengthen the competitiveness of the value chain safe food.The main conclusions are as follows:(1) the credit behaviour about quality and safety of enterprise and value creation of food supply chain have some constraint relations; (2)the existence of unsafe food value chain causes the unsafe food; (3 interests bringing by the unsafe food value chain is the deep reason for frequent food safety issues.(4) governancing the food safety problems, we must strengthen the management of the whole food value chain,that is, destroying the unsafe food value chain completely through the value chain management mechanism,replaceing the unsafe food supply chain with the safe food supply chain finally,thereby improving the level of quality control standards of all food supply chains.Because the value chain management of food safety needs certain external environment condition for support, therefore, the author thinks that education about the food safety science and public awareness and ability should be strengthened;accountability system should be carried out so that ensuring the implementation of food safety supervision system;credit system for food safety should be established quickly and enterprises should be promoted to set up the correct values; the degree of the food safety information disclosure should be increased to enhance.the efficiency of quality signal's transmission. |
