On The Performance Evaluation Of The XPCC Agricultural Administration

At present, our country is in transition economic and social development, the administration system made many needed reforms which lagging of the Administrative System of Agriculture reform manifests the objective fact more obviously. It has great practical significance and the necessity on carrying out the Performance Evaluation study to the agricultural public sector. After the Market-orientation of Government partial functions and Public Service, the Government Performance Evaluation itself is becoming a new mode of Governance, and it also becomes the important way and the method to express of interest and the participate public administration for the Populace. The Performance Evaluation can reflect the tendency of development that the government management promotes economic development and pursuits of social justice and democratic values. In this ways it can raise qualities of public services, and improve public responsibility mechanism and enhance public sector's appealing power and the populace's cohesion. Through the research of the domestic and foreign government performance evaluation, based The XPCC on its own condition, this article just begins to study from the theory and the practice of the Agricultural Administration Performance Evaluation of the XPCC, which is also an urgent demand to transforms the agricultural executive functions of the XPCC.Owning to the particularity of the XPCC administration system, the agriculture administration system has its own characteristic, is also of great difference from other areas. Based on the particularity of the XPCC management system, this study show that carrying out the performance evaluation has particularity itself., and puts forward the importance and necessary of performance evaluation for the XPCC. How to strengthen the Performance Evaluation is the issues what the XPCC is facing. How to solve the problem, which need correctly grasp the connotation of Agricultural Administrative Performance Evaluation, construct the performance evaluation system, perfect the relevant policy measures. The author attempts to puts forward suggested countermeasures how to promote agricultural administrative management performance XPCC through the empirical study. This article mainly discussed from the following aspects:Firstly, the paper introduces the background of my choice item, basic thoughts and methods of the thesis. It also explains some important concepts, and introduces the correlative theory:Theory of route dependence, Governance Theory, Public-choice Theory and Contingency Theory, which has reference significance for the performance evaluation study and the agricultural administration system reform.Secondly, some peculiarities of agricultural administrative organization setup and the function division determine the advantage of the XPCC administrative system of Agricultural, but also exposed a number of institutional shortcomings, and thus it is of necessity and importance to carry out performance evaluation of Agricultural administration. Based on the domestic and overseas research on the values and theoretical model of performance evaluation, this paper adopts the principal of design for the performance evaluation model. After establishing the model, the index system is established by using SPSS statistical analysis software, and its weights are ascertained by using analytic hierarchy process. The paper makes use of the model to forecast the dynamic prolonged tendency of the performance levels, and discusses the result of assessment in detail.Finally, this article proposes the related suggestion and additional measures how to improve the performance level of the agricultural work in their administrative areas. The performance evaluation can promote the innovation and relocation of Agricultural administrative functions for the XPCC, also improve the agricultural work in the XPCC administrative areas.
