The Xinjiang Production and Construction Corps (XPCC), being an important part of Xinjiang Uyghur Autonomous Region, which assuming the historic duties of cultivating and guarding the frontier areas entrusted to it by the state, is a special economic and semi-military governmental organization. During the planned economy period, the superiority of the system made a significant contribution in promoting the economic development, insuring the social stability and ethnic harmony, and consolidating border defense in Xinjiang.In pace with the gradual establishment of socialist market economic system in China, the shortcomings of the system have begun to emerge, and the development of economy and society in XPCC encounters some bottleneck. In spite of all sorts of criticism against the system, the XPCC has still maintained its legitimization in the development of the state, which prompted some scholars’question about its rationality of existence, and interpreted the state’s development in Xinjiang as the Internal Colonialism Mode.From political, cultural and economic dimensions that affecting the formation and development of the Internal Colonialism Mode, the paper, through investigating the interactive relationship between XPCC and local governments, verified whether the mode of development in Xinjiang matches the Internal Colonialism Mode, This paper is divided into five chapters:In chapter one, the core theory Internal Colonialism Mode Theory and research methods were introduced and evaluated. From chapter two to four, this paper testified whether XPCC functions as the tool of Internal Colonialism by the state from three dimensions:political dimension, cultural dimension and economic dimension. Chapter five is the discussion on the conclusion of the paper that the XPCC does not characterize the Internal Colonialism Mode and the state’s development mode for Xinjiang is not the Internal Colonialism Mode.This paper argues that, in the aspect of politics, the setting of the XPCC, the role it plays and the specialty of the system are all due to the realization of its’ historical functions. From the point of the modernization process of the entire state, this political organization plays an important role in maintaining social stability and accelerating the development in Xinjiang, and the active effects of production team, working team, military units, all of them reflect the linking with national strategic layout of the country.In cultural stratification plane, the culture of the XPCC is the mental production that derived from the process of performing its political duties. It is not only an essential component of local culture in Xinjiang, it also plays its unique role in promoting the communication and integration between Xinjiang’s local culture and itself, enhancing cultural communication between mainland Han culture and the culture of ethnic minorities in Xinjiang, and developing nationalities relationship harmoniously.In the level of economic development, the advantages of the XPCC origin from its special management system. It takes advantage of political, economic, military and cultural resources and methods of allocating resources to fulfill a task that other single organizations can hardly compete with. It conducted a large-scale of development and construction in Xinjiang and made a great contribution for the economic development for both the XPCC and Xinjiang. But the advantage of the XPCC also causes the comparative disadvantage compared to the local. It has a superiority over the local In agriculture production techniques and intensive benefits, though the development in other aspects lags far behind the local.
