Study On Performance Evaluation Of Land Consolidation Project Of Xinjiang Production And Construction Corps Based On The Variety Of Methods

The focus of the performance evaluation of land consolidation is to investigate the operational efficiency of the project in the advance, in the matter and after the event. Theaim of the performance evaluation of land consolidation is to find the matters in the project planning designing, construction and operation. It is to create conditions for the target of comprehensive management.The third batches of land consolidation project of group are large scale and amount of financial expenditure. Is the purpose and effect of the project has reached the expectations of country and public.In order to improve the scientific and accuracy of the evaluation results, this paper uses AHP method, entropy method, PCA method and combination evaluation method evaluating the land consolidation project performance of gourps.Results show thatthere have some consistent of the evaluation results by the several methods. It says that the high comprehensive performance scores are ranked in the front, while the low comprehensive performance scores are ranked in the back. However, it also have some differences, the main reason is the different of the method itself. AHP is mainly through the expert’s subjective intention to give the weight of indicators, and an expert judge importance of the index is not entirely consistent with the actual situation. While entropy method and principal component analysis are mainly by analysing of the characteristics and relationships of index data give the index weight, empowerment results and the evaluation subject and public concern focus on differences. There are two differences of evaluation results of these methods. On one hand, index weight difference was obvious. The result of the AHP shows that the index of the impact of the performance level is the comprehensive benefit of the project and the performance of the project. The result of the principal component analysis shows that the comprehensive effect and project implementationinfluence on the performance level.The results of the weighted entropy method indicates that the implementation of the project management performance and operation of land consolidation project funds affect project performance greatly. On the other hand, Performance comprehensive score and ranking are different AHP evaluation results showed that land consolidation comprehensive performance scores ranked in the first three respectively is 122 regiment, 148 regiment and Hongshan farm; Principal component analysis method evaluate results showed that land consolidation comprehensive performance scores ranked in the top three respectively is 122 regiment, 143 regiment and Shihezi group.The entropy method evaluation results showed that land consolidation comprehensive performance scores in the top three respectively is 33 regiment, 29 regiment and 34 regiment; the comprehensive evaluation results showed that land consolidation performance in the top three respectively is 122 regiment,148 regimentand 29 regiment. From the point of view of the division headquarters, land consolidation project performance comprehensive score in the top three respectively is The Eight Division, The Nine Division and The Five Division.Generally speaking, there is a significant difference in the level of comprehensive performance of land consolidation projects of the mission field, most farms completed the task and goal with a high performance level, but some farms have some problems that should be corrected in the future work in all aspects of the project implementation process.
