This dissertation begins with the theoretical analysis, supported by empirical studies, also based on the organizational theory of neoinstitutionalism and absorbs the natural selection theory, resource dependence theory. The dissertation analyzes the occurrence mechanism, the growth mechanism, as well as the transform path of Xinjiang Production and Construction Corps. The dissertation’s basic analytical tool is institutional isomorphism. Xinjiang Production and Construction Corps (XPCC) is a particular organization that contains the character of party, government, military and enterprise. This organization is an effective form to fulfill the mission of station troops to open up wasteland and garrison the border. This special form will not continue to exist until the historical mission of station troops to open up wasteland and garrison the border has come to an end. Certainly, we must reform and adjust the organization’s system to fit in with the environment. The core of this dissertation is to expound and prove the institutional isomorphism. During the phase of occurrence, XPCC produced the particular form system under the interaction of rational choice mechanism, legitimacy mechanism and the imitation approach. However, during the phase of growth and transform, XPCC is increasingly homogeneous with given organizational fields such as military organization, enterprise organization and governmental organization under the interaction of legitimacy mechanism and three mechanisms of institutional isomorphic change:coercive isomorphism, mimetic. isomorphism and normative isomorphism.The dissertation can be divided into two major parts. As the part of theoretical construction, the first part, which clarifies the basic theory of institutional transformation, includes ChaptersⅠandⅡ; as the part of empirical verification, the second part,which use the institutional isomorphism theory to analyze and validate the transformation of the XPCC’s system, includes ChapterⅢ,Ⅳ,Ⅴ,Ⅵ.In the first part, ChapterⅠis introduction. ChapterⅠintroduces some basic questions such as bellows:putting forward the main research question and the meaning of this subject, the current research situation, basic theory and basic analytical tool, the basic assumptions and fundamental ideas, research methods and difficulties, as well as innovative of this dissertation. Chapter II introduces the basic theory and the use of analytical tool. This part articulates some basic concepts, such as system, system transformation, XPCC’s system, XPCC’s system transformation. These concepts indicate the content which will be analyzed in the dissertation. This Chapter briefly introduces organization theory about system transform:the natural selection theory model, resource dependence theory model, transaction-cost model, neoinstitutionalism model. The dissertation adopts organizational isomorphism as the analytical tool which is used to analyze the transformation of XPCC’s system including the occurrence mechanisms, the growth mechanism, as well as the transform path. Under the view of organizational theory of neoinstitutionalism, organizational isomorphism contains two layers. The first layer is the impact mechanism of institutional isomorphism, which consists of two aspects:rational choice mechanism and legitimacy mechanism. The second layer is the implementation mechanism of organizational isomorphism, which also contains two basic forms:competitive isomorphism and institutional isomorphism, Institutional isomorphism. The dissertation emphasizes three mechanisms of institutional isomorphic change to analyze the transformation of XPCC’s system.In the second part of this study, it contains ChaptersⅢ,Ⅳ,Ⅴ, andⅥ. Using the organizational isomorphism, the dissertation takes the basic clue which is "the occurrence-- growth -- difficulties --transformation" of XPCC’s system to analysis each phase of isomorphism.Chapter III expounds the occurrence mechanism of XPCC’s system. At the occurrence of XPCC, it has shown the isomorphism to the form of "station troops to open up wasteland and garrison the border" in the history. The isomorphic approach is mimetic mechanism; also this approach has been given new meaning. Based on the influence of rational choice mechanism and legitimacy mechanism, XPCC’s system has gained enforcement and development. Because of the unique geographical environment, social and historical environment, central government has to implement collaborative governance which has essentially two relatively independent of governance model in the region. This chapter analyzes collaborative model of governance which are the system of regional autonomy model and the XPCC form. Based on the analysis to the emergence and development of XPCC, this chapter analyzes the organizational structure and institutional characteristics of XPCC.Chapter IV expounds the isomorphism of XPCC’s system in the growth process. The main dynamic of isomorphism are institutional isomorphism mechanisms which include coercive, mimetic and normative. From the view of structure, function and operation, this chapter analyzes the advantages XPCC’s system in the process of isomorphism. From the layer of central government and local government, the chapter analyzes the isomorphism in the process of system complement each other (structure); from three aspects of XPCC’s function, the core function, the edge function and derivative function, the chapter analyzes the isomorphism in the process of functional implementation (function); from the layer of interaction between XPCC model and local government, the chapter analyzes the isomorphism in the process of governance interaction between two models.Under the point of view of constitutional level, the collective choice level and operational level, Chapter V takes the institutional analysis and development framework as the basic train of thought to analyze barricade factors of XPCC’s system transformation. The constitutional level mainly relates to legal missing and system-level function missing; collective selection level is the plight of the organizational development and organizational inertia under the market impact; the plight of operational level can be analyzed from the point of view of actors’ limitations in organization and the weakening of organizational identification.From such layers:the supplement and perfect of system, the amendment of organizational goal, the adjustment of organizational structure, the enhancement of organizational identification, Chapter VI tries to solve the problems which chapter V has noted and to expound the path and direction of XPCC’s system transformation. XPCC’s system requires not only exist, but need to play their advantages continuously. Under the influence of legitimacy mechanism and composition forces of institutional isomorphism, XPCC begins to seek the relative system and organizational structure which accompany with external environment. The internal mixture structure of XPCC shows the homogeneity respectively toward organization which in organizational fields.At the process of XPCC’s system transformation, the original core function (military function) begins to reduce, the marginal function (production function) begins to change, the derivative function (society management function) gradually begins to strengthen. This chapter proposes that XPCC’s system transformation should choose the mode of special Institutions of local government. But, at present, XPCC’s system transformation needs a gradual change, and its maneuverability is much more important. Under this circumstance, three major directions of XPCC’s system transformation are proposed which based on the System isomorphic theory in the section B of this chapter.First is the continuous of paramilitary organizational structure, second is market-oriented reform be pushed; third is the development of quasi-governmental structure.Finally, at the conclusion part, the dissertation clarifies the logic of "occurrence-growth-transform" for XPCC’s system, sums up the study’s theory and practice, and further conclude the core opinion of the dissertation, expound the core assumption of this dissertation be verified. This section also briefly analyzes the shortage of this dissertation and look forward to the next step of research to be carried out.
