Performance management is an important component of current government management.The tax department is one of the components of the government.The tax department has the complexity and difficulty in performance management.It is difficult to match the core status of performance management in management.At present,how to improve the individual performance,promote organizational performance and promote the leapfrog development of tax revenue continuously under the guidance of the goal of tax modernization at all levels of tax authorities should be concerned by the academia and the practice community.This research paper through the literature research method,analytic hierarchy process and balanced scorecard theory related to T,the tax department as a case,analyzes the construction of T tax department BSC index,and the index which use.In particular,the study found the following conclusions:First,in the performance management of the tax department,the balanced scorecard has a certain application of the balanced scorecard,from the customer dimension,the internal process dimension,the learning and growth dimension and the financial dimension.In the four aspects,a good performance management system is built in the enterprise,and at the same time,in the tax department,Has certain applicability,from the perspective of internal management,the taxpayer,the tax department staff learning and growth perspective and the financial dimension,several departments,the construction of performance system,has certain practical value.Second,using the analytic hierarchy process(AHP),the index weight of the performance assessment of the tax department is constructed,and comprehensive expert consultation and analytic hierarchy process are used to determine the weight of the performance evaluation index of the tax department,and set up the construction system of the key indicators of the individual performance of the tax department.Third,through the case analysis of the T tax department and the construction and operation of the related system of the performance of the T tax department,it has carried out the application of the case,the index constructed by the balanced scorecard,and the weight of the indexes set by the analytic hierarchy process,and the relevant implementation scheme and safeguard measures are put forward to the implementation of the performance management.
