Chinese trade in services has developed rapidly after China joined WTO.The increment speed of trade in services' import and export volume has gone far beyond the increment speed of cargo trade, the trade in services had already become the important component of Chinese international trade. But ,compared to industrialized countries, Chinese trade in services occupies a quite low share in the world trade in services, and international competitiveness of the trade in services also relatively quite weak.Domestic and foreign scholars study the competitive power of trade in services, primarily from perspective of theory or empiric. A.Sapir has proven serviceability of comparison superiority to the trade in services through applying the quite complex empirical study. B.Hoekman and G.Karsent utilized"Revealed Comparative Advantage (RCA)"to carry on an analysis to the comparison superiority of the trade in services comparison superiority among countries with different income level. These theoretical or empirical knowledge provided good research technique for us to study the trade in services, and expanded the research field of vision.This paper firstly elaborated competitive power's correlation theories of the trade in services , and provided the theory basis for this article research. And then taken the China and US bilateral trade as a foundation, it has carried on the empirical analysis to the competitive power of trade in services between China and USA ,it has also established the indicator system which affects the competitive power of the trade in services of our country and taken the human capital, service market degree of openness, CPI and the foreign direct investment as the major effect factors.According to the results of regression,this paper has analyzed the factors that affect competitive power of the trade in services of our country, and it has carried on a co-integration analysis about the factors and the total amount of exports from the trade in services. The co-integration analysis result indicates: the human capital is the only factor which has the long-term balanced relationship with the competitive power of trade in services,and other variables influence the competitive power in the short term.Finally, according to the conclusion, it has proposed some political suggestion about how to promote the competitive power of trade in services in our country: enlarging accumulation of the human capital, perfecting the mechanism of the human capital market ;optimizing allocation of resources, strengthening related industrial coordinated and the support; enhancing innovation ability and the level of service industry; optimizing service, founding enterprises' own brand; increasing the government's policy-type auxiliary dynamics and so on.
