The new forms of the service economy, such as online shopping, online purchasing and other new business overseas continue to emerge. These new forms have gradually being accepted and favored by most consumers, for its fast, convenience, and rich varieties advantages. Furthermore, the market shares of these new forms have been expanding and they have great development potential. Meanwhile, this new service economy has presented new challenges to the Customs supervision. On one hand, as online shopping, overseas purchasing business develops too fast, while the existing laws and regulations have lagged, which leads to the concept and means of customs supervision significantly lagging behind the development of the service economy; On the other hand, there appear many problems such as irregular operations, suspected tax evasion, smuggling in the massive online shopping and purchasing groups, which has seriously affected the normal economic order and adversely affected the further development of the service economy. Therefore, how to executive effective supervision on the entry of the growing online shopping, purchasing e-mails and how to standardize its business practices, while promoting the healthy development of this new service are Customs currently facing issues to be solved. This paper sets Beijing Customs Post Office Department as an example, through the analysis on the customs entry of online shopping, e-mail network of overseas situation and problems, based on the use of the theory of institutional economics to explore the relationship between the customs and modern service industry, also learns from the experience of foreign customs supervision on cross-border online shopping, makes some thoughts and suggestions for Customs to further strengthen and improve cross-border online shopping and e-mail monitoring network of overseas purchasing.This article makes a study of the problem is the customs of cross-border e-commerce, buying the supervision of the mail this paper, the theory of innovation in the government supervision according to the related theory put forward:the connotation of effective supervision should give consideration to the strict supervision and the customs service to the healthy development of the economy, make the customs in strict law enforcement and effective regulation, at the same time shopping online, network overseas act as purchasing agency field also should take effective measures to realize positive trade facilitation, convenient public international mail demand, promoting cross-border e-commerce, buying the healthy development of the enterprise.According to this thought, this article from regulating the customs law enforcement, public service with mail needs and improve the international business management system, to crack down on illegal businessmen, etc, this paper discusses the customs for cross-border e-commerce, buying mail implementation effective supervision measures and approaches.Taking Beijing as an example, the post office offices in analyses of cross-border e-commerce, network of customs supervision of purchasing E-mail overseas actuality and existing problems, and discusses on the basis of customs supervision and modern service industry, and the relationship of cross-border buys foreign customs supervision experience, further strengthen and improve to the customs of cross-border e-commerce, network overseas mail supervision of purchasing made thinking, was put forward.
