Study Of Customs Supervision On Ocean Direct Mail Of Cross-border E-commerce In City Of Dalian

Imported retail of Cross-border E-commerce has been flourishing recently,which makes a contribution to the upgrade of consumption.Ocean direct mail enjoys a rapid development with the advantage of personalized choice and low freight.It has become one of the major models of Cross-border E-commerce.However,the strong advancement of ocean direct mail has brought a big pressure of supervision on Customs.It is worthy of thorough research on how to enhance customs' supervision ability and promote the stable development of ocean direct mail.Central government has provided law enforcement basis by issuing new policies regarding the above-mentioned item.But local customs still face many problems and challenges with regard to ordinary supervision.The research project of this paper is the customs supervision on ocean direct mail of Cross-border E-commerce in City of Dalian.Based on the current development of ocean direct mail of cross-border E-commerce,the paper conducts research into customs supervision of ocean direct mail and discusses concrete problems in ordinary work.The paper provides targeted solution and suggestion by a deep research into the shortcomings of supervision as well as learning from the advanced expertise of other customs,domestically and internationally.The paper divides into 6 parts as follows:In part 1,it introduces the research background,importance and domestic and overseas research results.It explains the relevant theory combining its research direction,in addition to the explanation of the paper's research route and research method.In part 2,the paper explains the relevant concept of customs supervision of ocean direct mail.It also points out primary theoretical foundation and how to combine theory and practice in concrete supervision activities.In part 3,it introduces recent measures and achievements of customs supervision of ocean direct mail of Dalian City in terms of agency allocation,law enforcement staff and upgrade of devices.It also lists the existing and future problems and analyzes the reason for every problem using the methods of investigation and comparison.In part 4,it elaborates on the advanced practice and system of foreign customs supervision,as well as the good polices of other customs in China.It explains the merits worthy of learning based on the analysis of current development of ocean direct mail of Dalian City.In part 5,based on the above-mentioned analysis and summary and comparison of investigation material,this paper proposes concrete solution and suggestion in four respects:national security supervision,customs clearance supervision,satisfaction of supervision need for manpower and equipment,as well as modification of supervision concepts to enhance collaborative supervision among customs,other government agencies and enterprises.In part 6,it sums up the reason and thinking of the paper,expecting the constant improvement of customs supervision of ocean direct mail.It hopes to guarantee the enhancement of supervision ability of Dalian Customs as well as the smooth development of ocean direct mail by continuing reform and innovation.As one of the major methods of imported retail of cross-border E-commerce,ocean direct mail will play a more and more important role in the foreign trade of Dalian City and northeast area.The research into customs supervision of ocean direct mail can be used for reference for enhancement of customs supervision ability and function,as well as improving business environment.After thorough argument and research,the paper comes up with solution and method for problems of ocean direct mail.It also copes with the future challenge faced by customs supervision so that it can fulfill supervision function,making assuring rapid development of certain industry and solid consumption quality of the people.
