Research On The "Information Island" Of The Department Of Prefectural Revenue

Tax information construct begin at 20 centuries 80 ages, after many years accumulate, form a good pattern in many aspect, such as tax network, office automation, services information and so on. However, at the same time of tax department actively develops and applies network technology, because of different of application interface, specification, standard, each of the management mode of composed of network, platform and system form new information island, and it affects the process of informationization construct, and restrict the development of tax. This dissertation includes three parts, and the author begin the research on how to avoid the information island of Department of Prefectural Revenue from put the question forward, analyze question and solute question.Firstly, question was put forward. Based on the question exist in our country tax informationization construct, combine with the experience, the author put forward that the main style of the information island in Department of Prefectural Revenue, and it main include as follows, such as low information quality, interface absence of management information, overlap of management information system, and so on.Secondly, question was analyzed. Many reasons can induce the information island in Department of prefectural revenue, this paper analyze the question from three aspect, including technology, management and system. In technology aspect, the main reason includes system program and long term program shortage, software develop don't achieve the real need of tax department, sub system division, information department lack control capacity, short of uniform industry standard, information transfer roughly, lack of composite talent. In management aspect, the main reason include as follows:influence of management foundation, influence of information programming, and development of tax department management. In system aspect, the main reason including as follows:Firstly, in our country, the realization to E-government regard format important than content. Secondly, lack of unite legislation, standard and programming and the organization in E-government developing. Thirdly, informationization construct is unbalance and insufficiency developing. At last, the informationization was derived by district and department profit.Thirdly, the question was solved. Aim to the resource of the question of information island in Department of prefectural revenue, the paper mainly talked the solve program in three aspect. In technology, we should put our key point in informationization's system programming and long term programming. And we also should meet the need of revenue software. In the paper, other program was put forward, such as, integration platform, unite Industry standard, tax operation integration network program, better comment and cultivating informationization talent. In management, the paper puts many advices forward such as, technology management and management was put at the same level, innovation of organization, management concept conversion, innovation of information system, unite management of tax information. In system, many advices also was put forward, such as insist on the principle of system efficiency and tax service, insist on based on nowadays and develop in long term, insist on society cooperate with develop and insist on people foremost to solve the information problem aroused by system aspect.
