with the continuous development of internet of recent years, a brand new era for information-technology era comes. Technology innovations bring speedy development for this industry and also various products, people are increasingly in demand for the information products, which makes information consumption become an important engine for economy growth. However, with the growing prosperity of information consumption market, more and more deviant behaviors appear, which brings along more negative influence that serious challenge against the development information consumption markets.Information consumption market is derived from the new era of the 21 st century, and it is a sum of information-resource exchange and trade. This market has been growing into larger scale, more carriers, and more convenient consumption in China. While there are still many deviant behaviors, including information gap, regulation and management chaos, information retention, false information, infringed information, divulging information in this market. Digging into the reasons, there are mainly resulted from the wealth gap, cognition difference between consumers, shortage of matching equipment, incomplete system of the management organization, hysteresis in setting the legislation in this industry. Therefore, in the long run, to enhance and standardize our information market, we have to push the revolution of the concept of the consumer as an premise, to complete the fundamental facilities of the information consumption market as a foundation, and to complete management system as a key point, and to take the building of market environment as an importance.This paper is written with research method of literature analysis, data analysis, empirical analysis, comprehensive analysis and so on. Based on the present situation of information consumption market in China, this paper revolves around the deviant behaviors and measures to standardize the behavior, which is significant to spread innovative information resources, accelerate the development of information industry, allocate the information resource properly, complete the market system theoretically and practically.
