After China took part in the WTO, enterprises realized that they must strength their ability of management to survive in the enviroment of global economic integration.Therefore, as one of the most important resources, human resource is attracting more and more attention. Because no matter employee recruitment,employee training or employee incentives and personnel adjusting are based on performance appraisal.How to set up a science and rational PA system? On the basis of a thorough and systemic analysis of performance appraisal, this thesis researches PA's factors more thoroughly from theoretic method. Combining Prime Minister Wen Jiabao's requirement that put forward in"twelve·five"program, this thesis proposed human resource"Green"Performance Appraisal which is a scientific management approach. It presents the concepts of"the Scientific Outlook on Development","Transformation the Model of Economic Development"and"Ecological and Economic Development". It is a new thinking way of sustainable development under the guidance of ecological culture. As we all known, the standards of modern enterprise's development are not only the profits'growth but also the ecological industrial structure and scientific technologies. Except economic factors, the management system of enterprise should include natural factors, social factors and human factors. Therefore, under the concept of"people foremost"and"ecological development", enterprises should develop in the coordination of humanities forces, natural forces and economical forces.This paper is divided into three parts. In the first part, the thesis focused on literature review and summary. It refers concepts of PA,"Green"Management and separates the ways of PA into three categories . In the second part,the author built up the system of"Green"human resouce performance apprsail which based on the theories of"Topics on Modern Management Theories","Ecological Economic Theory"and"Theory of Sustainable Development".The whole system include three first-class indexes and fourteen second-class indexes.In the third part,in order to testify the model's scientificalness, the author selected one of the most famous Garment Enterprises in Gongqing city as research object and took AHP and fuzzy comprehensive evealuation method to anlysis the object.
