Research On Operation Feasibility Of BT Projects About Nanxi County In Sichuan Province

BT(build and transfer)model provides a brand new financial mode for and accelerates the speed of the construction of urban infrastructures, improving utilization structure of its capital and relieving financial pressure while using fiscal, increasing the construction and utilization efficiency of it as well as spreading its risks, thus to be more favorable for the reconciliation between construction of urban infrastructures and urban economic growth and further catalyze the development of urban economy and local residents'social needs.In this paper, the status quo of Chinese national infrastructures and fixed assets investment, the difficulties in funding and investment of the construction of urban infrastructures as well as Nanxi county's local economy conditions are introduced in the first place. Then concept characters of BT (build and transfer) model and operational feasibility of it in local county-level cities are further explained. To proceed with analysis of risks existing in BT (build and transfer) model from the perspectives of project owner, investor and operator, how to deal with and monitor risks of BT (build and transfer) model in local county-level cities and minimize risks in project construction by adopting risk control theory, based on some actual BT (build and transfer) models in Nanxi county and measures of local BT cases in the construction of urban infrastructures to control risks.However, some cases of BT (build and transfer) construction models in Nanxi county, new monitoring measures adopted to control project approval and initiation research, design review and construction process together with BT models in construction project of urban infrastructures have succeeded. This is a new funding and construction model for urban infrastructures, which deserves to be used as an reference and learned from. Although BT model in Nanxi county has made some achievements, government should explore new measures during the construction project of urban infrastructures adopted BT model to avoid and minimize risks, construct urban infrastructures in a faster and more optimizing way and coordinate the construction of urban infrastructures with the development of urban economy.
