Study On The Implication Of PPP Model In Infrastructure Construction

Urban infrastructures are the base of survival and development of city, is indispensable to the social production and people's living. For a long time, the govement is responsible for the infrastructure's investment construction and operation management for the infrastructure's Characteristics,which is great investment, long construction period and little income (event not). With the accelerating steps of urbanization and the fast growing ,the fast development needs plenty of infrastructures. It is impossible to meet the huge investment demand only by relying on governmental financial. So the govement must seek a new project financing model to solve the dilemma of capital scarcity and lower efficienvy. PPP is just the model, Under this approach, private sector is encouraged to cooperate with government to take part in the building infrastructure. Sovling govement's capital shortage,at the same time, introducing private enterprise's advanst management experience, which not only accelarating the construction of infrastructures,but also providing more wide development plaftform for the private enterprise. So realise every participator's interests.In this paper, by studing on PPP model's inernal implications, operation mode and key factors,aims at finding a new finacing model for the urban infrastructures constrution.This paper firstly study on the theriories of the city, according to the urban infrastructures'properties,infrastructure can be divided into pure, operational and quasi-operational infrasture. Deeply Analysis on the theory, points out that PPP can be used in the consturction of the operational and quasi-operational infrasture. then describes in detail the PPP's internal implications and basic structure forms,and discussed BOT and TOT, two typical PPP models. In chapter IV,points out five key factors in the use successfully of PPP,which is selecting suitable project, determineding reasonable special permission management period, using appropriate subsidy model,setting appropriate risk sharing mechanism and establishing sound legal regulations. Finally,take empirical contrast analysis on the the line No.4 of Beijing metro.The research can not only give the supplement to the PPP theory, also can provides certain reference for the project decision-maker, which have certain theoretic and practical meaning.
