ChengDu Economic Information Center (hereinafter referred to as the "center") is responsible for strategic decision service for government and society. In order to better take action, the thesis try to provide consultation for the center's development strategic.It is necessary for some problems to be discussed, for example, how do administrative institution go on business administration? how to perform the relative diversified management for economic research consultation industry and information application service industry? How to take human resource to be the center's core competencies?At first, we analyze the center's outside environment focusing on ChengDu, economic society development of ChengDu is relative to china and globalization; industry environment analysis is mainly based on Michael Porter's "the five power model", presented the macro, meso and micro business segment for the information application service, and investigated some industry representative companies, through a combination of qualitative and quantitative analysis method to get a more convincing conclusion.In the internal organization environmental analysis, we have applied for the definition of the core competition and the idea of value chain that is invented by MichaelA. Hitt, emphasized the analysis from resource to ability, and clearly introduced the center's core competencies and problems.In the competitive strategy formulation of the center, from the internal organization and external environment analysis, clearly show the center organization is of the strength and weakness, and the center is facing of the opportunities and threats; from the requirement of the organization and market, determine the center strategic positioning; based on the strategic positioning, elaborate the center development strategy and the center competitive strategy path selection, and from achievement, sales, marketing, human resources and management on five ways propose the strategic goals on short, medium to long-term. The achievement represents the center existing value, the sales gives us hard index constraint, the marketing, human resource and management is the key actors of the center development success.In the planning of the measures and steps, we put forward the concrete measures form the center's two of the core tasks, support business system, organization structure control and management rule, and according to the stage of the strategic objectives put forward the concrete steps in the period of the fast growth, steady growth and maturity growth. Business layer creates high quality products to meet the needs of government customers in accordance with the differentiation strategy; the center takes the diversified development strategic,and achieve the value creation through the action sharing, core competencies transferring and backward integration.The center performs the development idea of the "facing the government, backed by the market, providing information goods with high quality", greatly take advantage of the strength of organization system, but no lack of market flexibility, take the use of enterprise management to promote the development of two core businesses, to provide the vast space for the talent to play the important role, to provide information goods with high quality for the government and society.
