Public relations have been one of the most important management functions of the modern social organization. It is an essential part of the organizational strategy, which is an important method to adapt and coordinate the constantly changing internal and external environment. Urban public transport enterprise (hereinafter referred to as PTE) is a public welfare enterprise. Although it has no profit motive, yet it also needs to win public opinion and public support in the competitions, so we need to attach great importance to the strategic position of public transport in public relations.This article aims to use public relations to coordinate the relations between PTE and the bus passengers between enterprises, and to improve both social and economic benefits. Through theoretical study of public relations and analyzing of public relations management functions, combined with the theory and thinking of domestic and international public relations, take Chengdu transport as an example, case study on various public relations activities in PTE and find out public relations management strategies which fit for the development of PTE, so that to provide effective public relations strategy for the safe and convenient, first-class service of PTE.Paper is divided into six parts. The first part is an introduction, main content of the background and significance of this writing, through the brief introduction to public relations in modern society, the role of the organization, and the public transport enterprise management strategy to implement the meaning of public relations, public relations that attaches great importance to the development of public transport The strategic position of importance. And describes the significance of the research, content and methods.The second part, the public relations theory and research status. Through the analysis of public relations theories to explain the functions of public relations in modem society, the important role of the organization and its important influence on organizational reform and development. Research public relations at home and abroad to explore how public relations services in the development of enterprises, how to improve the corporate image public relations function, improve transparency of its knowledge, reputation, thus contributing to economic and social benefits of the double harvest.
