Group A, a provincial extra large wholly state-funded enterprise, is mainly engaged in expressway construction and operation and sets foot in many industries such as highway construction, finance, real estate, construction materials and so on. In order to break through the development bottleneck, Group A initiates the cross-industry development and turns its strategic focus onto the investment in railways and ports. Currently, possessing over 200 independent accounting units at different levels, Group A has widely expanded its business all over the country with a part of overseas business. As Group A has many organizations, a great deal of capital expenditure occupies a huge amount of its funds. Moreover, as it has been involved in such wide-ranging industries, its management personnel do not have a good understanding of the policies and provisions of the industries it has newly got in, thus lacks management experience. All these result that Group A is exposed to complicated and changeable risks so that it has to strengthen the management and control of the risks immediately. Now Group A's comprehensive risk management is at the beginning stage and the group has been aware of the importance of comprehensive risk management. However, it is short of the knowledge of comprehensive risk management and has little experience in risk management.This thesis begins from the development of domestic and overseas comprehensive risk theories and introduces the theoretical framework of comprehensive risk management as well as some risk management methods. Then an analysis is made on Group A's major risks and a solution is put forward. At last, potential problems during the implementation process are analyzed and pointed counter-measures to deal with them are proposed.
