With the liberalization,marketization,professionalization as well as the development of knowledge and technology, the environment of international telecom operators faced is becoming more complicated and changing. for example, under the circumstance of financial crisis, so many telecom operators have to adjust their business strategy: slowing down the path of company merger and restructuring,downsizing the staff,simplifying the functional department so as to decrease operating costs. it has become the key field in theory and practice that how HR department plays its role to adapt to the company's sustainable strategic change.The paper picks up the international telecom operators as the study theme. firstly the paper introduces the concept and models of HRM role; secondly, combining the theory of HRM role and the status quo and characteristic of international telecom operators, the paper builds the model of HR department role in international telecom operators; thirdly, questionnaires are sent to the employee and middle and senior manager in the HR department, then the author analyses the tackled data by SPSS17.0,the main methods include: Factor analysis,regression analysis and features compared, According to the result, the model is tested then amended finally. at last, the article offers some suggestions to the HR departments of Chinese telecom operators.The paper concludes as follows: the roles of strategic partners,employee conscience,administrate profession,consultant,change agent,and culture implementer are the main factors to the organizational performance. among them,strategic partners,employee conscience,change agent,culture implementer have a greater impact on it; by comparing the features, the figures of strategic partners,change agent,culture implementer of Western operators are higher than Chinese, while the administrate profession is lower. on the employee conscience and consultant, the other six operators are relative higher than China United Telecommunications Corporation.
