As the food quality safety problems get increasing attention in the world, food certification has become the international practices for guaranteeing food security and promoting food of international trade. Since the 1990s, the certification system of Greed Food always adhere to producing the "pollution-free safe, high-quality and nutritious food" for the purpose, received extensive social acceptance, and it became China's most influential certification system of agricultural products. This paper researched the performance evaluation of enterprises implementing green food certification based on BSC theory, try to structure a set of scientific and feasible method model to evaluate the performance of enterprises implementing green food certification, complemented the evaluation system of enterprises implementing certification performance, made the existing research further and elaborate, benefited to promoting the enterprises'performance, and promoted our country's agricultural products certification business to maintain the food safety and the people's healthy life.By the research for the difference between the BSC-based performance evaluation method and the characteristics of Green food enterprise, this paper mainly includes the following contents:Firstly, this paper expounded the foundation of using the Balanced Score Card method to the performance evaluation of Green Food certification. Secondly, according to BSC method and the investigation results of 70 green food enterprises in Sichuan Province, the strategic targets of enterprises implementing green food certification are discussed by borrowing ideas from the Balanced Score Card. Balanced Score Card index system is selected and improved according to the changes of enterprises before and after implementing the green food certification system, then, the performance evaluation index system of enterprises implementing green food certification is established, which has five strategic directions and 24 evaluation indices including the change of product cost, change of product sales revenue, change of profit rate, change of return on investment, change of internal and external lost cost, change of the proportion of certified products in total sales and so on. Thirdly, the author did an empirical study on Sichuan province, evaluated the performance of enterprises implementing Green Food certification in Sichuan, and puts forward the methods for improving the performance of the enterprises who is implementing Green Food certification.The empirical research shows that, the performance of enterprises implementing Green Food certification in Sichuan is going well, the influence degree of each index to performance is different, and enterprises in different types has different performance under different performance angle. Then, from the enterprise, author put forward some countermeasures to improve the performance of enterprises implementing Green Food certification performance.
