As the main system for supplying public goods in rural,"One Discussion One Case" Policy has been operated ten years from the site to the hole country.As the main system of public goods supply in rural,this system has made some effort for rural infrastructure, reducing rural burdens,promoting grassroots democracy and easing conflicts between bureaucrat and farmer.But this system has also appeared a lot of problems in action,such as operating ineffective,relatively rigid,useing funds ineffectively,poor willness or motivation for expression,and so on.The main reason of these problems comes from the system itself.This research bases on empirical analysis,combines with a typical case "P County" and summarizes the system problems in the implementation, mainly in: shortage of funds, using funds inefficiently,discussing hard,lack of monitoring mechanism and so on. Combination of these problems,we analyse the reason from three views,government, market and third sector.It has three reasons:limitations of the government,lack of market participation and lack of the third sector participation.We can ues Polycentric governance theory to resolve these problems and reasons well.First,the government should reform its fianance system;second,Government should improve the supervision mechanism;third,Government should correct the policy for the involvement of market and three sector;From a market point of view,first,market competition should be introduced,second,public goods providing by villagers' social cooperation can be introduced;from the aspect of the third sector, firstly,taking advantage of the third sector's communication effecttiveness between Government and farmers, secondly,monitoring the executive of the system by these organizations' function.
