Governance Research Of Local Government In Yunnan Income Gap Problem

Samuel Huntington noted that the political consequences of modernization is a critical gap between urban and rural areas. As the most direct manifestation of the gap between urban and rural areas, the income gap problem should be taken seriously. on the basis of the polycentric governance theory, local government-led multi-center study of the governance body for the perspective in Yunnan income gap widen the scope of research problems to local government-led multi-center governance system as the research object, and select Yunnan Province, nearly thirty years of empirical statistical data analysis. The article draws the following conclusions:The first, local government involvement income gap in governance issues, will form three kinds of governance, namely urban bias of governance, rural and urban-rural bias governance governance co-ordination. The third way in which the state is the ideal community has been pursued, but in practice, the governance body mononuclear government can not be completely balanced, which govern behavior under the influence of complex factors prone to bias.Secondly, by nearly three decades of Yunnan collate statistical data found in Yunnan is facing widening income gap between urban and rural residents real problem, however, local governance monocytes are showing weak state, can not form a continuous effect.The third, Based on the above practical problems, according to the scientific experience of developed countries and regions at home and abroad, the article attempts from the multi-center governance theory, explore the formation of a government-led, government-market-social interaction polycentric system of governance. It should be noted that this system highlight the leading role of government contains two meanings:First, the role of the government on its strong governance capacity; second is to play a leading role in guiding other governance body into the governance system in the process, develop the market, social strength, reduce differences, integration advantages, to increase the cohesion of the body, and ultimately to promote government-market-society three form a joint force.At last, for the construction of polycentric system of governance, the paper primarily advises from three dimensions, firstly, the idea of the dimension, change the traditional concept of government in public governance issues labors; Secondly, peacekeeping operations, the multi-center governance actors in the income gap problem in the urban and rural residents should be recognized as a precondition; thirdly,its three-dimensional structure, the governance mode from single-core to Government-led, market participation, social linkage polycentric system of governance.
