With the improvement of national economy and increase of information level, telecommunication technology has been applied in every aspects of our daily life. Especially the support of telecommunications information network has been essential to the progress of many enterprises. All telecommunications operators are facing the challenge of transition and more furious competition after reformation and restructure in telecoms sector. How to find out a new way to enhance income while combing their original business has become the most urgent task to all telecommunications operators.Firstly, according to above mentioned context, this paper focuses on "research on the competitive strategy of outsourcing service in China Unicom during the transitional period". It chooses the concept of outsourcing service as its starting point, following the necessity and significance of developing outsourcing service in China Unicom. It believes that developing telecom information outsourcing service is not only a way to realize the needs of fulfilling clients "de-nucleation" strategic needs, but also a way to provide an idea to enhance business during the transitional period for China Unicom.Secondly, this paper does lots of analysis about the macro-environment and sector microenvironment of developing outsourcing service in China Unicom. It believes that the development of politic\economy\society and technology provides fertile soil to outsourcing service. As a mature traditional telecommunication operator with years of operating experiences, China Unicom has mature technique, abundant maintenance experiences, rich clients'resources and the ability of providing maintenance outsourcing services. But because of the influence of market environments, China Unicom has to face the challenges from other competitors, like other operators\professional outsourcing companies, etc.Lastly, this paper brings out the final developing strategy of outsourcing service in China Unicom based on above analysis. Taking the advantage of system theory, it puts forward strategies about marketing\maintenance guarantee\business combination and win-win cooperation. It emphasizes on marketing strategy by using 7Ps theory. It has in-depth discussion about products\promotion\place\price\people\process\physical evidence seven aspects.Hopefully, this paper can provide good ideas for the development of China Unicom.
