The purpose of this paper is to help the privately operated company with market bottleneck to find the theories support on market development, whose service focus on telecommunication maintenance service. To meet this work, comparative analysis method is adopted and a serious of extensive study will be done on global outsourcing development history and Chinese telecommunication maintenance outsourcing market prospect as well as its current situation. To find the specific guidance on market development for the company, the analysis is benefited it on advantage and disadvantage on operation of the company. In addition, the analysis for the typical case on the same services field is necessary.The conclusions are made as following:Firstly, Chinese telecommunication maintenance service is prospective and the industry will be regulatory. Secondly, privately operated company is harder than other competitor to find the suitable market opportunity. Thirdly, Independent Innovation is necessary for the company to come to the top in special. Fourthly, in current marketing situation, the appropriate marketing strategy can get twice the result with half the effort. Lastly, with above conclusion, key issue is how to realize the goal.
