China is a country with large population, in order to ensure food security and maintain social stability, it has adopted the most stringent cultivated land protection policy, one of them is to keep the balance between occupation and supplement of cultivated land. Because of the uneven resources and different pace between urbanization and industrialization among each region, developed areas and less developed areas have different ability in maintaining balance between occupation and supplement of cultivated land. Some of the developed areas are unable to implement its cultivated land balance between occupation and supplement, although there is contradiction between people and land issues in less developed areas, it still has a greater potential in keeping balance between occupation and supplement of cultivated land. On the contrary, economic and social strength, industrial technology upgrading capacity and ecological protection of the former is far stronger than the latter. How to play each advantage, achieve economic development together with cultivated land protection and promote a good, harmony regional economic development is one of the important problems that need to be solved.Complementing cultivated land from other areas can in some extent solve the problem of cultivated land used for construction can't be supplemented in developed areas. The money paid to less developed areas can help them to complete primitive accumulation as soon as possible and to achieve economic growth. However, how to calculate reasonable compensation value, build compensation standards and models is the key to this problem. This study separately from the perspective of transferor and transferee, uses two different models to estimate the compensation value of complementing cultivated land from other areas.As the transferor, the developed areas take the difference of the value of construction land and cultivated land as the basis of the compensation value, make its own advantage a precondition for quantification. The less developed areas consider the income of construction land as main part, calculate the compensation value on the premise of cultivated land value and social development value. In order to reflect the principle of fair, reasonable and harmonious, on the basis of fully analyzing the value components of the two, the study conducts a comprehensive measure. The study also takes Jiangyin City which is in southern Jiangsu and Xinghua City which is in middle Jiangsu as transferor and transferee, to quantify the compensation value of cultivated land complement from other places.Combine the results from two models, with the acceleration of economic development and reduction of cultivated land reserve resource in Xinghua City, compensation value paid from Jiangyin City could grow form 2,4437yuan/ha in 2000 to 18,9382yuan/ha in 2008.This value is basically the same as the compensation value of cultivated land complement from other places in Jiangsu Province.To the year 2015, the compensation value will hit 62,4434yuan/ha. The study also establishes appropriate measures for complementing cultivated land from other areas.
