In modern enterprises , organization and structure are the carrier to achieve strategic objective and form core competitiveness, they are not only the headstone to accomplish business goals ,but also the platform through which employees can bring their respective advantage into play and gain the opportunity of their own development. Among the modern organizational patterns that are being pushed for , The DELAYERING ORGANIZATIONAL PATTERN has been leading the fashion .Although in earlier times the American management scholar Drucker had illustrated the DELAYERING characteristic of organization and structure with two common cases, how to successfully apply and push forward DELAYRING still perplex numbers of people who are with lofty ideals. Many enterprises have an ambivalent feeling on the DELAYERING PATTERN, they both love and hate it, it is merely tasted by them and usually not completely executed. Particularly, how to hold up the DELAYERING MANAGEMENT when administrating those dispersive small and medium size enterprises still cause arguments in the industry and is a problem of universal concern as well as an important theory worth studying.This thesis is based on the successful organizational and managing innovation of Jiuda Rongzhou salt mine corporation , it states the importance and necessity of organizational innovation by analyzing the problems of environment ,efficiency, cost and vitality exist in the process of modern small and medium size enterprises,it also points out that the straight line functional type is a significant factor that affects current innovations of corporations. Being a layout of raising questions, developing alternative solutions and raising follow-up questions, this thesis makes a general survey about how to boost the DELAYERING of mine corporations, it especially puts forward some new ideas and thinking on the aspects of how to make innovations in those plentiful, scattered, decentralized small and medium size mine enterprises without walls. how to carry forward the system charged by a director and how to define a director's responsibilities and rights, which is of some guidance and use for reference to the organizational system of domestic similar enterprises.
