Performance management is a kind of management activities, which is through the establishment of corporate strategy, the decomposition of objectives, the evaluation of performance, and performance results are used to the daily business management activities, to motivate employees to achieve continuous improvement, and ultimately accomplish organizational strategy and objectives. It is also a kind of management method, which is the managers and employees, reaches a consensus about goal and how to achieve objectives, and help employees to achieve their goals successfully. The fundamental purpose of performance management is continuing to improve the performance of enterprises and employees, ultimately achieve the strategic objectives.For an enterprise, the performance management plays an important role in business management, not only to judge the past performance of employees and businesses, more importantly, it helps to enhance employee skills and enhance the competitiveness of enterprises. In this paper, the overall performance condition of in the municipal power supply enterprises of HeBei South Nets were analyzed at present, pointed out the deficiencies and put forward Suggestions of improvement, the author retains the organization performance evaluation of the full management system in HeBei South Nets, the construction of system is reasonable, the evaluation methods are appropriate in this part, Can evaluate the level of organizational performance well .in addition,the overall of the municipal power supply enterprises are divided into three levels, namely, enterprise managers, middle managers and ordinary employees, combining with the features of position at all levels, constructed e overall performance evaluation management system. This classification is different from the current classification of performance management system, the"middle managers"and"General Manager"was isolated, "general manager" is classified into the"employees"category.In Performance evaluation process, according to their respective internal characteristics, respectively using the average comparison method of maximum and minimum upper limit, factor analysis, maximum variance evaluation method based on comparison, the Lord 3d-coordinate method based on multivariate data transformation, so as to make the performance evaluation more reasonable and scientific, to increase the reliability and validity of performance evaluation. And based on the use of these methods, described the existing game problems and the impact of culture on performance and other factors.The paper finally summarized research achievement and innovation put forward the next priority and direction of performance evaluation management research.
