Research And Application Of Inner Mongolia Electric Power Market

Since the start of electricity reform in 2002, power industry has been developed rapidly. Separation of generation from power grid has been realized basically. Vitality of power companies has been enhanced. Electricity market transactions have been increased actively. The new electric power system is emerging. In order to accelerate the scientific development of electric power industry, orderly expand electricity demand, and better play the fundamental role of market in allocation of power resources, the establishment of the electricity market is imperative. After "The notice of the State Council on the issuance of electricity reform program," was issued by the state council [2002] No. 5 in 2002, "Implemental Opinions of deepening electricity reform during Eleventh Five-Year" has been issued by the state council (Guo Ban Fa [2007] No.19) in 2007. "Opinions" persist and affirm the market-oriented direction of electricity reform since 2002, and propose the overall objective of "Eleventh Five-Year" to deepen the electricity reform. "Opinions" explicitly requires: during "Eleventh Five-Year", the favorable opportunity of the power supply and demand relief should be seized; existing results of reform should be consolidated by learning successful experiences from international reforms, on the basis of China's actual conditions; the establishment of the electricity market should be accelerated; market entity should be developed actively; the power market system with fair competition, open and orderly and healthy development should be initially formed, on the basis of government's macro-regulation and effective supervision. In this regard, the research of establishment programs for Inner Mongolia electric power market (IMEP-M) has been accelerated significantly by Inner Mongolia Electric Power Company.This paper analysis the development situation of operation mechanisms of Inner Mongolia electric power grid (IMEP-G), and introduce the programs of IMEP-M. This paper analysis the first phase establishment of IMEP-M, such as market model, transaction subject, transaction type, transaction manner, electricity price mechanisms, transaction settlement and transaction flow, on the basis of. Combined with the analysis of practical operation in Inner Mongolia electric power multilateral trading market (IMEP-MTM), the concepts of market power are introduced, and the problem of market power of IMEP-M is studied. Combined with the actual situation of IMEP-G, the measure of limiting market power is presented. Operations of IMEP-MTM are the important milestone in the market-oriented reform of China's electricity market, and it will effectively accelerate the establishment of electricity market. We will resolutely implement opinions of the State Electricity Regulatory Commission and People's Government of Inner Mongolia Autonomous Region about establishment of multilateral trading market. We will strive to establish the orderly marker systems of IMEP based on "open, fair and just" to explore a road for China's electricity market reform with Chinese national conditions, organizational characteristic of Autonomous Region and characteristic of IMEP-G. And then the allocations of power resources of Inner Mongolia will be effectively optimized in north China and wider national region.
