Strategic industry is a leading industry to achieve sustained economic growth and the high-level development of industrial structure, which can play a promoting and guiding role in industrial structure and economic development, has a broad market prospect and technological progress ability, and drive and promote the development of other industry in the basic phase of scale economic development, playing a driving, adjusting and transforming role in the national economy. The choosing and positioning of strategic industry plays an important role in upgrading of the industrial structure, the industrial safety, absorbing the labor force, and even the healthy development of the whole economy.As one part of the three component elements in the economic zone around bohai sea , and an important engine in the new round development of the eastern coastal area, the coastal economic belt of Shandong province has obvious advantages in geographical location, natural resources, industrial development, total economy, science and technology progress,having a enormous developing potential and space. However, facing the structure'recombination of the strong and weak plate in the after financial crisis period, the emerging economic plates such as the coastal economic belt of Liaoning province, haixi economic zone of Fujian province, the plate of central plains urban cluster of the up and middle steam of Yellow River plate grow up quickly and strongly, that make the coastal economic belt of Shandong province which originally has been "north-south squeezed"by the strong plates of China'regional development such as Yangtze river delta economic zone, pearl river delta economic zone, and other economic belts around bohai sea economic zone suffer stronger squeeze, having doubly challenges of economic development. On January 6, 2011,< The development project of the blue economic zone in Shandong Peninsula> was given a formal approval ,which marks that construction of the blue economic zone in Shandong Peninsula has officially risen to the national strategy, and become an important component of the national oceanic development strategy and regional harmonious development strategy. As the core area of the blue economic zone, the new strategy and deployment to develop the blue economy bring a new opportunity to the coastal economic belt of Shandong province to implement breakthrough development, change the development mode, and realize new cross. Therefore, as the Critical link and the important growth engine of economic development in coastal economic zone, how to choose regional strategic industry correctly, realizing the strategic adjustment of industrial structure, has become an important problem to be resolved.This paper adopts qualitative theory analysis and quantitative data analysis method, draws lessons from the theory of regional economic development and the related theories of industrial economics, analyzes the basic situation and the present situation of the industrial structure of the coastal economic belt of Shandong province, and makes an specific analysis on strengths, weaknesses, opportunities and challenges of industry development in the coastal economic belt of Shandong province, using the SWOT analysis method, and comes to a conclusion of preliminary strategic orientation of industrial development of the coastal economic belt of Shandong province. Then establishes the evaluation index system of selecting the strategic industry of the coastal economic belt of Shandong province, combined with the related data of departments of 41 industries of the coastal economic belt of Shandong province, based on measuring statistical analysis, makes the factor analysis method as the evaluating method for the choosing of strategic industry of the coastal economic belt of Shandong province , uses the basic data processing method of SPSS for the empirical analysis, and show the choosing method of strategic industry of the coastal economic belt of Shandong province. According to the overview of industrial development and the strategic orientation analysis of the blue economic zone in Shandong Peninsula and the efficient and ecological economic zone of Yellow River delta area, combining with the foregoing empirical analysis conclusion and the "ocean" characteristic of the industry development of the coastal economic belt, the paper divides the strategic industrial clusters of the coastal economic belt of Shandong province into the harbor heavy industry clusters, the harbor hi-tech industry clusters, the agriculture products processing industry clusters , the productive service industry and the emerging service industry as the five sectors, and make an analysis on their developing current situation and countermeasures respectively, making a theoretical foundation for the overall planning of strategic industry'cultivation in the"one blue and one yellow" economic zone the next period.
