Research On The Strategic Solution Of Modern Marine Economic Belt Construction Under The Model Of Polarization Theories

With the increase of population and consumption level, the land is faced with more and more pressure of foodstuff, resources, water and environment. Thus, every nation is turning their direction towards the ocean and speeding up in exploring the ocean. According to recent data of IMF, almost all nations whose GDP are on the top ten, whose exports and imports are over 200 billion and whose GDP per capita is above ten thousand dollars are near the ocean. In China, since the opening up and reform, and especially since the 1990s, our marine economy has developed fast, with a marine GDP 1052.34 billion in 2003, 3.9%of the total GDP, 9.7% growth than last year, faster than the total national economy. The ten provinces in the eastern occupying less than 40% of population produce 60% of GDP. Therefore, marine economy has become a new growth point of our economy. Meanwhile, ocean can not only have the effect of"marine economy", but also support, encourage the economic development of inner land. So, exploring the marine economic belt and promoting their development has become an important move to optimize economic structure of eastern coastal area and encourage the whole zone economic development in new era.Based of the connotation of marine economic belt and the theories of zone economic development, this essay puts forward the role of marine economic belt in zone economic development with the method of the mixture of theories related zone economic development stages and polarization. Second, this essay gives an introduction of Chinese marine economic belt at present by means of statistics inspection analysis and regression analysis. Third, this essay puts forward the theories of zone economic development with marine economic belt as the growth polar. The last part takes the marine economic development in Shandong as an example and gives empirical analysis. This chapter introduces the present situation of Shandong marine economic development, finds out the problems of its development and gives solutions and suggestions on the future development accordingly.By means of theoretic and empirical analysis, this essay put forward the idea of marine economic belt encouraging the development of zone economy, in order to provide theoretic support for marine economic belt development and gives suggestions on the strategic adjustment for eastern parts.
