Study On The Highway Project Post-evaluation System

Highway is the important component of the modern transportation system. It has features such as quick, convenient, flexible and wide coverage. Since reformation and opening, China attaches great importance to the development of highway, and now we have outstanding achievements. Highway has brought us convenience, but it also has brought us some problems that we never knew existed. If the problems are neglected, the development of highway will bring huge risks. Therefore, we should add the highway project post-evaluation to capital construction procedures step by step. However, the work of post-evaluation is late and laggard in China. The highway project post-evaluation is still in its infancy. Against that background, it has important practical significance to study on how to establish and perfect the highway project post-evaluation system.Many countries and international agencies have established a perfect project post-evaluation system, and also have advanced project post-evaluation theories and methods. Under such a background, on the basis of the domestic and international existing research results this paper mainly solves the problem:how to display the function of highway project post-evaluation. This paper deals with the study of construct operation system and security system of highway project post-evaluation, Put forward specific implementation plans of highway project post-evaluation system which fits to our country. The operation system includes implementing procedures, timing, the content choice, the method of choice, achievements management, and the security system includes legal safeguard, organization guarantee, personnel training, ensuring funding.Finally, this paper uses qualitative analysis and quantitative analysis, analyses the sustainability of Qin-Ji highway (south line). And draws the conclusion that the project is successful, continuous and has the value to spread.
