The Sustainability Evaluation Of Highway Project Operation

The flexible, fast, convenient, wide covered, deep available and accessible nature of highway makes it become an important part of modern composite transportation system. In China, the post project evaluation starts relative late, especially the post project evaluation of highway construction haven't establish an unified content, approach and index system. Practically, the post project evaluate approach have many shortcomings hence needed to be improved and complemented.Through the analyze of the current situation of both national and international highway construction evaluation, under the theory of post highway project evaluation, the article point out that: to holistically evaluate the highway construction project, it is necessary to consider the highway construction project from a sustainable development perspective instead of merely consider the economic benefit.After understanding the sustainable development of highway construction project, the sustainable development factors (including long period factors, medium period factors and short period factors) of highway construction project will be analyzed; then come up with the index system of sustainable development of highway project evaluation. At last, a DAGF algorithm (integrated from the Grey theory, the Analytic hierarchy process and the Fuzzy comprehensive evaluation) is being used for study and analyze the current situation of sustainable development of Changsha-Xiangtan highway. This includes four aspects:(1)First, the factors of post-evaluation to the expressway sustainable development were analyzed, including energy consumption, high occupy of land resources, social economic development, environmental pollution, security, coordinate system and technology development level, and so on. Lay the foundation for the constructing of the index system of the post-evaluation to expressway sustainable development.(2)Based on the primary and screening to the index, this article determine the post-evaluation index system of expressway construction projects consists of five categories (economic, environmental, social, technical and comprehensive coordination) and 25 single index. And do qualitative and quantitative analysis to each element parameters. (3)Based on the comparison and analysis of the evaluation method, the improved Delphi method, Analytic hierarchy process, DAGF comprehensive analysis method which collect with grey correlation analysis and fuzzy synthesis evaluation are set for the research methods of the post-evaluation to expressway sustainable development. Then combine the index system of the front, this article builds the suitable evaluation model for the post-evaluation to expressway sustainable development.(4)Example analysis: Through the constructing of the index system of the post-evaluation to expressway sustainable development, use the post-evaluation model of sustainable development, and quantitatively evaluation to a practical project Changsha-Xiangtan expressway, then proposed the corresponding countermeasure and suggestion.The thesis from the overall sustainability of the rich theory of the highway, combined with the evaluation model, in the use of specific projects, according to the conclusions to guide practice, a certain degree of practical significance.
