Research On Compensatory Standards Of Land Acquisition Based On The Theory Sustainable Livelihoods

With the rapid economic development and the process of urbanization, a large number of rural collective land has become to the state's in China,. While, the economic value and social value of farmland to farmers is hard to quantify, and even if it has been quantified, it's still hard to make the land-lost fanner's livelihoods sustainable. Thus, there are lots of cases of land dispute, and the ratio for land acquisition is more than 70 percent. So, how to design a reasonable standard of land compensation that can ensure the land-lost farmers' livelihoods sustainable with the precondition that the compensation can be carried out.In the article, through studding the status of the land-lost farmers in Pengshan County, we have concluded that the most of land-lost farmers'livelihoods are unsustainable. It analyze the reason of the unsustainable using the theory of sustainable livelihoods, and then proposed the land compensation standard model that can ensure the land-lost farmers' livelihoods sustainable and the methods for determine the model.This paper surveys 159 land-lost farmers in the typical areas about land acquisition in Pengshan County. Evaluate the livelihood of land-lost farmers under the existing compensation through questionnaires, comparative analysis, qualitative and quantitative methods the. Build the land acquisition compensation standard model based on sustainable livelihoods. The main contents include:(1) theory of basic research. (2) The status of the land-lost farmers in existing land requisition compensation standards. (3) Establish the land acquisition compensation standard model based on sustainable livelihoods. Apply Marxist theory of the use and land rent, land compensation theory and the theory of sustainable livelihoods to determine the content of the land requisition compensation standards.The main conclusion in the following cases:(1) the land acquisition compensation standards based on sustainable livelihoods is the fundamental way to solve the problem of land-lost farmers'livelihoods, the establishment of land acquisition cpmpensation standard based on sustainable livelihoods is to ensure the smooth progress of the urbanization process in China. (2) It analyzes the land-lost farmers'livelihoods of problems in the existing land requisition compensation though studding the case of Pengshan County.This article assess the livelihood sustainability of land-lost farmers using analytic hierarchy (AHP) and fuzzy mathematics method. The conclusion is that the level of livelihood sustainability for land-lost farmers is poor. Then it analyze the problems and the reasons of the sustainable livelihoods situation though livelihood sustainable theory. (3) The key to solve the livelihood sustainability issues of land-lost farmers is the reasonable compensation for social value, the root causes of the farmers unsustainable livelihoods is not the result of urbanization, but the traditional urban-rural dual structure that is the social security to the farmers. This paper attempts to build compensate model that can instead of this social value of farm land from the perspective of restoring the livelihoods using sustainable livelihoods theory. (4)This compensation includes two parts-the economic value and social value. The key part to realize the farmers'sustainable livelihoods is the flexible compensation of the social value. The social value includes the value of improving the employment development and the ofguarantee of pension.For the above conclusions, the protection of land requisition compensation standards to the smooth the implementation of the Government's policy recommendations: improving the employment and training system of land-lost farmers; establishing a sound operational mechanism; strengthening the social security policy implementation and supervision and building performance evaluation system.
